Although the author endorses the objectives of the Alliance for Progress, "he is, nevertheless convinced, as a Mexican, that the United States has failed to take the step that is basic to the success of the Alliance. It has failed to reach out to the 90 per cent of Latin Americans he labels the 'forgotten ones,' without a political stake" [from the dust jacket]. A timeless work, very relevant to the present day.
